Because he was hopeing that the village would get near destroyed and hiruzen dead so he can be hokage.

Because he valued his life over konohas, most of his life, until the end(when he was gonna die anyways).

Because he loves to hide in the shadows.

Because konoha was attacked twice and neither time did he step up to do anything.


I could go on and on. The main thing is, he valued himself more than the village. He is not the type to sacrifice himself for others. He has everyone else do the sacrificeing.(he forced kabutos mom to go back to root(sacrificeing herself), he forced kabutos mom to kill kabuto(never happened though) makeing her sacrifice her life, he made itachi sacrifice himself and the clan for konoha.

The dude just wont sacrifice his life to save anything. He may have good intentions, but he values his use to the village way to much. (his intentions are staying alive to ensure the village survives)
