He mentioned something about this he said that he wanted to create edo tensei so that theres no more people that would die. Probably hashirama force him to do it when he was about to die, and probably that why he put sealing jutsu to bind the soul when u use edo tensei, is because tobirama will use it to those enemy that died from the battle like, revive them then use them as a freaking army of zombies.l
