Why did they use Kaguya as the final villain of Part 2?

Now that we have a new series with new enemies it just doesn't make sense.

They have displayed the Sage, Madara, Juubi and Kaguya Otosuki as the most powerful entities in the series who could all literally neg diff the ninja world.

However, time passes and now there are threats even greater than Kaguya Otosuki?

We also have this new Organization, Boruto and Kawaki

The question I have is where were all these "Super powerful" new groups and people during the War Arc?

Were they non existent?
Were they weak back then?

The only logical group that makes sense are the Otosuki as they travel between worlds and dimensions.
However this other group just doesn't make sense at all now especially since Kaguya was by far the strongest during a time where Naruto and Sasuke were at their primes.

KARA were as old as naruto during the war. they couldn't do anything/ they were a bunch of 15/16/17 year old people

As Kara know about Momo so they know about the existence of Otsutsuki.

In my opinion Kara is dealing with other Otsutsuki. They may signed a MoU(Memorandum of understanding) and Otsutsuki gave them power.

thoughts are that Kishi is finishing up the series, he also had to milk out a couple movies and he has to do so in a way where the story would tie into the movies as well.

he was not interested in making a new series, Boruto. So really everything HAS to end on the last 2 movies that were released.

So in order to do so, he had to wrap up all the DBZ nonsense in the series before the new gen starts.

I don't really count the epilogue as super canon, they kinda make up threats even bigger than the ones in the main series probably just cus they want to continue the story, I don't think it was planned from the beginning, at least not as part of the main story.

So they could milk the series with the Ootsutsuki villains in Boruto, which the Kaguya fight set up.

Madara was not good enough. U_U But seriously, it was probably because through Kaguya they could introduce other foes for the Boruto series. The enemies are stronger because Bolt and friends have to surpass the previous generation, an important theme in the Naruto series. For them to accomplish that, the enemies they face have to be stronger than the ones their predecessors fought.

Kaguya was a way to branch out on more villains, look a new deadly evil clan we've never heard of. Then we get a long list of villains deriving from this clan. If we finished with Madara we'd probably end up with some BS excuse for antagonists because we've already milked the hell out of the Uchiha.

Thoughts?

Because Kaguya was sent to do a job and failed, its basically the same concept for Goku in dragon ball where he was sent by the Saiyans to do a job but failed so they sent new Saiyans to finish the job.
