why did they let a known spy into the chuunin exams

Kabuto says he spied for konoha for a large part of his life yet after they "lost trust" in him they allowed him to go to the chuunin exams under his actual name and everything. I'm surprised Ibiki didn't know he was a spy...

No, Oro was actually disguised as someone else. kabuto just showed up as kabuto.
