But what could Guardbro do? The family was rich, and could easily bribe a few people (such as Ogre) to make it so Guardbro would take the fall. Guardbro had no choice but to work for them. I interpret the warning he gave to Tatsumi about the Capitol was to hopefully get him to realize about Aria.
