The question is not why the genjutsu looks like Tobi's mask, but why Tobi's mask looks like the genjutsu.

I can see the resemblance -- but Tobi's mask is merely a replication of the three tomoe sharingan.
I guess it can be seen as a symbol of power for example, too. Orochimaru had tomoe earrings.
