Why did the CCG brainwash Kaneki instead of killing him?

Arima saw/sees him as a valuable asset I suppose, seeing how he was the only one to ever land a hit on him, you can't just kill someone like that, so they turned him into an CCG investigator.

They didn't brainwash him. Kaneki lost his memory and for whatever reason the CCG found it beneficial to turnKaneki into a Ghoul Investegator and to make him the model for a new breed of ghoul investegators, the Quinques in an attempt to create Ghoul investegators that can surpass Arima

as multiple users above me stated, i think arima saw potential in him. he was the perfect model too, seeing as how he was a human-turned ghoul that retained his humanity. guess the ccg couldn't let a chance like that go. i'm assuming that he wasn't brain washed but lost his memory when arima stabbed him through his brain.
