I say this, if anyone calls Orochimaru evil, then Danzo is more evil. Orochimaru experimented on babies to try and return Wood element user back to Konoha, while Danzo he made Ninjas fight their comrade to the death, if none dies, Danzo men kills both of them.

To make it simple

Orochimaru = Experiment on baby to strengthen Konoha by making new Wood element user
Danzo = Making comrade kill each other or both die if one doesn't die

Would you call Deidara evil because he's in Akatsuki even when his only reason there is to make use of his art?

For Deidara if he knew what the Akatsuki did and still joined then yes he is evil, if not then no. Deidara enjoys killing which is evil in itself.

Danzo wanted to sacrifice many people of Konoho, kill the messenger frog so Naruto doesn't know, just so Tsunade gets more blame so Danzo could be Hokage. Danzo wasn't thinking of Konoha, he wanted Konoha to be in danger for his goal.

Kaguya we have to wait for more chapter, we may know more about her motivation for what she did. At the moment her actions are evil, at least for now.

I don't think being a Kage excuse them from being evil, such as 2nd Hokage using Edo Tensai, even if its for the greater good.

Hashirama doesn't seem evil, the only time he kills is if someone tries to attack the leaf village.
Tsunade I can't remember her killing other than someone attacking the village, I may have forgotten a few things please remind me incase I forgot.
Jiraiya same like Tsunade.

Trying to give kids wood release, curse seals, attempting to gain immortality...he did that stuff for himself, not to benefit Konoha/the world.
