Back in Fishman Island, Oda portrayed Bobbin as an important BM Pirate member since he had no problem talking to BM while Pekoms and Baron Tamago were scared to talk to her. When the Sweet Commanders were first introduced, I thought that Bobbin would be one of them, but that wasn't the case. Oda didn't even give Bobbin any spotlight in the Enraged Army vs Luffy fight.

Bobbin is on the same level as the hat lady, the book guy, the sweet monster and the mirror woman. So his role back on Fishman island could've easily been replaced by one of the above.
Pekoms and Tamago are a step below them and the Commanders a step above. So It's not like he got screwed over, he was just in the room at that time and you assumed he was a big shot.

I think it's cool that Oda's world building is so extensive that we as reader don't constantly need to be in the room when big things happen. She has so many lines into the new world and islands under her control that we just caught a glimpse of Bobbin reporting in, while the 3 big shots are probably minding their own business.

Bobbin was never meant to be important. His role could have been replaced with any other member of the BM pirates, and if it was, we would all be arguing over why Oda is screwing over Gallete.
