He wanted Sasuke o take Nagato's place, possibly to bring back Madara. Remember he was even thinking of syncing Sasuke with the Mazo

Multiple reasons actually.

1. He wanted Naruto his parralel and exact opposite to now despair, So he set sasuke up to fight naruto for his amusement. He wanted to see Naruto lose his hope like he did.

2. To have another rinnegan user possibly?

3. Powerful ally who is also an uchiha

4. Plot.

So Sasuke could progress to the rinnegan naturally. Rather than Obito himself use all the jutsu, he needed a pawn he could control. Similar to Nagato.
