Why did Obito start the war?

To complete Tsuki no me or whatever it's called he needs to suck up all of the tailed beasts into his Gedou Mouza and then bring the Juubi back. Why did he need to start a war? He could've just gotten the last 2 tailed beasts like he did with the other 7. There was no need to start the war from what I'm aware of, also It would have been easiar to capture Naruto since he did not have Kyuubi/Bijuu mode

Well, think of it this way.

If not for the war, he couldn't get his hands on the Kin and Gin brothers that were substitues for Kurama. He basically tricked Kabuto into leading them out in the open.
He managed to get the remaining two bijuu in the same place which would make it easier for him to capture them.
He used the Zetsu's to lure out Naruto (followed by B) because he knew Naruto could sense negative emotions thanks to Kisame's intel.

The war was more of a diversion tactic. He was supposed to stall the whole shinobi world with the edos (thanks to Kabuto) and Zetsu's while he freely dealt with Naruto and B.

If all had gone according to plan, it would have been a win-win situation for him.

I'd like to add that by starting a war, maybe he thought it might be easier to convince everyone to join him in his "perfect reality" like when Neji died and he tried to tell Naruto to join him.

The five nations became allies not even obito could take on every ninja from every nation while still trying to capture naruto and bee. so he had to start the war

its not really a war. its a battle royale. one big single battle in one location. many real life single battles dragged on for several days. obito believed he could have the alliance descend into infighting and kill each other via zetsu's clone technique. sakura stopped this from happening. he planned on having naruto be called in to stop the clones then capture him and complete the moons eye. a good plan but naruto and bee were far stronger than he imagined AND he thinks that even an incomplete juubi is enough for his purposes. he didnt plan on madara being revived at all. but since he has, obitos original plan was probably ruined as he was going to be the juubi jin himself.
why he didnt just go to the turtle island and forget telling the 5 kage of this is a mystery. why rely on zetsu swarms to lure out naruto? just go there yourself.

To lure out Naruto and Bee and extract the remaining two tailed beasts, in order to do whatever Madara told him to.... but then again Kabuto revived Madara via edo tensei and the 10tails was brought back in an incomplete form.

Just in case anyone is still wondering why the plan is going to fail: because anything that could go wrong did! Had it not been for Madara and his power this war would be over by now. No offense to Obito and his fans, but it is Madara who is actually keeping this plan-thing together at this point.
