I think the Zetsu's need to be feeded by the Gedo Mazo, at least in the beginning... So they couldn't live for too long outside it. Spiral zetsu was a friend to him, and one that literally stick to him.

Later he pretty much intergrated with Obito, or was assimilated, and why not made an ode to it. His first mask was to his jutsu, the second spiral, and the third the Rinnegan/Sage...
