I'm not sure how you came to that conclusion but he seems to be more concerned about the giant Juusagi to me. The Rashenshuriken didn't work before because there was no open wound for them to escape out of.

He tried it on Madara this didn't happen. He even got a wound.

Only Ninjutsu and Genjutsu. Senjutsu,Taijutsu and Fuinjutsu are safe to use on Kaguya.

No... you're wrong. You realize he only hit Madara with bijuu chakra once right? The first time Madara evaded and the shinju was cut down instead. Also the 2nd part of my argument is still valid either way.

there is a possibility to what happened here, it could be that the jutsu itself did not damage kaguya, it just push her back
but her body had an reaction to the chakra

This is probably what naruto means when jutsu don't work on her, it doesn't actually hurt her.

Black zetsu said she had absorbed all jutsu known to man but I don't think that applies to senjutsu. As we've just seen, senjutsu can still hurt her since she is the juubi jinc

She is not a Juubi Jin, but the Juubi in humanoid form as BZ implies. And it didn't really hurt her.
