Why did Nagato waste his life with Akatsuki?

With what he showcased at Konoha (total destruction) he could have taken over the ninja world hisself. Why waste time collecting bijuus with Tobi? He could have went to each ninja village, destroyed them, and forced all the daimyo to obey him. He had the power to do so.

Because taking over the world wasn't his intention. He didn't think peace was possible in the way Jiraiya did, so he came to the conclusion that fear induced pain was the only alternative. Also, the Konoha-flattening Shinra Tensei shortens his life span, so that's not an optimal move to make.
