kushina is a jinchuuriki of the leaf under the lover of the fourth hokage. Good luck getting anywhere near her, just look at what Tobious went through.
Tsunade was the third hokage student and was with the 3 sennins at the time. He's not getting close to her either. The whole point is to go undetected.

He was the best candidate out of the lot because he was bound to experience more pain than either of them. He had potential to bring Black Zetsu's dream to success.

Tsunade has the potential to wield the Rinnegan with her vast chakra reserves but she won't succumb to the darkness and she wouldn't follow Madara's plan. Plus why would he give it to Tsunade that's Hashirama's granddaughter. He has a grudge over Hashirama.

Kushina wasn't even born and even if she was she was a direct descendant of Mito Uzumaki, Hashirama Senjus wife. Once again Madara wouldn't hand it over because the loss at Vote 2 was so embarrassing for him.

Nagato died at the age of 35, and Kushina, at the age of 24. Naruto was 16 at the time of facing Pain, so Kushina would have been 40 had she survived, meaning she is 5 years older than Nagato. If we assume Kushina was brought to the Leaf around the age of 8-10 to become the 9 Tails Jinchuuriki, Nagato would then be 3-5 at this time.

Nagato, living in an isolated area in a war-torn nation, would be less likely to attract attention with his Rinnegan than if it were discovered in the Leaf (Danzo would have a field day with that). Also, that type of environment would make Nagato more easily manipulated to follow Madara's ideology.

because both ended up in Konoha and Madara is not stupid to let his rinnegan wandering around Konoha where full of genius staying there. If Danzo or Orochimaru knew there are rinnegan out there i bet they would turn Konoha up side down within a night for the eye :lol
