I also noticed that panel but I think that hate is directed towards the senju clan not Hashi.
Why would Madara behave the way he does towards someone who took the most precious thing he had (Izuna)?
He would be resentful, which he is, but not towards Hashi in particular but towards the Senju and the Shinobi system. Actually he deeply respects Hashirama, I don't think Madara would hold respect had Hashi been deeply involved in Izuna's death.
Actually in chapter 398 Obito says "It was inevitable that I would one day face its leader, Hashirama."
Which makes me believe that Hashirama and Madara will go separate ways next chapter and they will only meet on the battle that happened in chapter 399. Madara's struggle to keep the clan alive and the constant battle with the senju will force him to take Izuna's eyes which eventually leads to Izuna's death in battle. Madara blames the war, the village system and the Senju.
Because of his clans wishes Madara is then forced to make a peace treaty with Hashi and the Senju (the ones who took Izuna away from him, oh the hate he must have felt), he then later on comes up with the moon's eye plan and leaves the village.
At least this is how it goes in my head.
