Why did Lee get promoted after Kiba

I was watching Naruto Shippuden episode 103 (fillers) and when Lee stated in front of Ten Ten & Kiba that he had a strategy, Ten Ten replied with "Now that you're Finally a chunin you're beginning to use your head" and from episode 1 Shikamaru stated that Kiba and co. have all been promoted but he never mentioned that Lee is a chunin.

Lee could fodderize Kiba in a fight under any circumstances. Even if Lee only had 2 legs and 1 arm he would still annihilate Kiba.

And has anyone noticed that each generation of Naruto is getting weaker but there are those exceptional few? For instance, during Kakashi's time how many graduated from the academy at under 10 years old? And in Naruto's era, even the strongest youngster of the village (Sasuke) graduated from the academy at like age 13.

maybe they are held in school longer(stricter curriculum) or that during kakashis time was war time, and they needed all the ninjas they could get.

Also you need to remember that during Kakashi's era they were in War and most of the ninja were practicing with there parents during the academy as well had very strong teachers, not to mention the only people during that time we have seen or read about was very few. They needed Ninja during the war and trained them while they were on missions; where as Naruto's era were at a form of peace and were giving more of an academic style Chunnin exams.

shikamaru said that only naruto was still a genin, everyoe else bacame chuunin. also neji kankuro and temari became jonin, and gaara beat naruto to his goal

Lee progresses more slowly than other ninja; his taijutsu, strength, and speed has increased incrementally over the three data-books. Also, the way those data-books keep record of overall "strength" is unfavorable of someone who doesn't use ninjutsu or genjustu, hand signs, and isn't very intelligent. Just look at Naruto's official rank, so the titles of the K11 don't mean much. I agree that Kiba would lose to Lee, but looking at it in this databook-like perspective it is easy to see how Kiba would score higher in the overall ranking which seems to be an indication of the ninja rank they have. Shinobi villages seem to value versatility more than high concentrations in certain areas, at least with ninja rankings.

As for Kakashi's time, I think people have covered it but it was a time of war and lowering the graduation requirements is something that could have possibly happened. They aren't above ordering a man to kill his entire clan including children/family, and then have him take complete responsibility for the event. Even though it seems morally questionable, it isn't out of character for the village.
