Why did Kishimoto never explain hand signs? How does jutsu creation work?

Why does waving a stick and saying a word make magic happen?

Kishimoto basically dropped hand signs anyway lol.

The last time he ever drew someone performing hand signs was when he had Madara shoot fire at the Shinobi Alliance.

That is definitly not true there were many handsigns in just the rikudo madara/kaguya fight alone. Go reread it.

I thought the hand seals are pretty self-explanatory. Hand seals are used so that shinobi can remember how they need to mould their chakra, like building blocks. They're like physical aids that help to concentrate. I think shinobi shout out the name of their jutsu for the same reason.

There were no hand signs...there were panels of jutsu in their hands already.

Well, basically hand signs are used to help control chakra better. Like for example, you know why Rasengan doesn't require hand seals while Chidori does?

It's because Chidori requires greater chakra control and thats why handseals are required for it while Rasengan doesn't require extremely great chakra control and thus can be formed without hand seals.

Now this might just be my opinion but it could be true.

I think that the reason for handseals to be required for certain jutsu is because the position of the hands help to mould the chakra in such a way which allows you to perform a certain type of jutsu. Like maybe those hand positions for the fireball jutsu are like that because they help to mould the chakra into the users mouth and let them blow out fire from their mouths. Basically, the position that the hands are in, helps the user to mould their chakra so that that their chakra is properly transformed into the correct jutsu of what they want to perform. That could explain how people create jutsus, they pick the type of jutsu they want and then they find out the certain hand positions they need to form so that the jutsu can be created. like maybe a certain hand position, like ox, is formed in such a way that moulds your chakra into water to perform a water jutsu.

Seals (印, in; English TV "Hand Signs") are used to perform many ninjutsu, genjutsu, and other secret arts other than taijutsu. The exact amount of chakra necessary to perform a technique is manipulated through hand seals.[1] There are different sequences of hand seals for every technique, requiring memorisation.

While techniques may require a number of hand seals to work, a skilled ninja can use less or even one to perform the same technique. An example of this is the Water Release: Water Dragon Bullet Technique, which requires a total of 44 hand seals to activate.[2] Tobirama Senju, the Second Hokage, only needed to use one hand seal to complete the technique, a testament to his skill.[3] In fact, by Part II, Sasuke Uchiha has managed to master the Chidori to the point of not needing a single hand seal to invoke it and could use Fire Release techniques with only one hand seal.

Although rare, it is possible for a shinobi to be able to do hand seals with just one hand. The only shinobi seen so far capable of this are Haku, Minato Namikaze, and Guren. It is also possible for shinobi to form hand seals with one of their hands while forcing their opponent's hand to serve as a substitute for the opposite, such as Anko Mitarashi using Orochimaru's for the Twin Snakes Mutual Death Technique, or (in the anime) Obito Uchiha using Kakashi Hatake's for the Fire Release: Great Fireball Technique.

Madara used a handseal to control Obito via black rod
Madara used handseals to cast IT
Madara used handseals to perform that storm release jutsu
