Why did Kishi make it so Jiraiya couldn't come back?

Jiraiya was Outstandingly Powerful, perhaps maybe even as strong as Naruto is now, plus it would be awesome to see Itachi and Jiraiya fighting together.

Him dying is what made Naruto who he is now, not to mention his death was a fantastic ending to how he ended in his role's in the series.

If they brought him back as an Edo, or anything then it would ruin what he stood for and would make his death scene nd influence kinda lackluster.

Naruto would stomp. And it's so he can preserve his death. Every character who died made me emotional it didn't make me cry but it made me emotional Zabuza and Haku, Itachi, Minato and Kushina, even Itachi's parents who said "So you chose their side, just take care of Sasuke" and even though he was about to be brought down to his demise by his own son he told him that in a way he was proud of him. When they were brought back their deaths had a way less impact on me I liked Jiraiya but I'm glad he's not back.
