Because he was dead during the time frame of the show. If you're asking why he wasn't reanimated, it's possible that Kabuto couldn't get his DNA. There's also speculation that the White Fang's soul is in sort of an in between place. Remember how Kakashi was able to chat with him?

1) Not significant enough of a character
2) Kishi screwed himself over by having Kakashi confront his father during the Pain arc, and have his soul move on

The soul part might be a mute point because he said something along the lines of "I can move on now" after talking with Kakashi. But yeah.

He is not an important character.Kishi just came up with him because he needed to explain Kakashi's past and how he got the sharingan.He basically ended the character during the invasion of pain arc.

I dunno why sum1 said he's Kakashi w/o sharingan hes said to be on par with the 3 sannins something which i believe Kakashi is not
