Why did Kakashi activate MS on this panel?

I'm not quite sure why Kakashi activated MS on this panel... did he want to Kamui Tobi as soon as he sees him? I think it's the only explanation.

anyway, i don't really think there is any use of kamui or MS in the scenario ,

maybe it was a hint from kishi,

because in the same chapter,it was revealed tobi have a sharingan and kakashi shows off his MS.
