Why did Kaguya happen?

So going to the ultimate conclusion of the series, everything was set up to have Madara be the final villain; it had all the build up and characterization to set up an awesome final confrontation... but then Kaguya happened. Why? I find it hard to believe that Kishi planned to have Kaguya be the final villain after so much setup for Mardara to be the final big bad.

So what happened? Why did Kishi abandon Madara in favor for a character that we barely heard anything about? Kaguya also made things needlessly more confusing. Not to mention that you could easily replace Kaguya with Madara and the ending would have been way better.

Madara did make more sense as the final villain as he had more connections to Naruto and Sasuke than Kaguya. Madara controlled Kurama and this led to Kurama's hatred, as he was then imprisoned in Mito (followed by Kushina and Naruto). Madara's ideals were what corrupted Obito, and Obito's actions ultimately led to the downfall of the Uchiha.

Kishi only added in Kaguya to expand the universe for the Boruto series. Had Naruto and Sasuke defeated DR Juubi Jin Madara and Kaguya not been introduced, there wouldn't really be a credible threat within the confines of the Shinobi world that could challenge Naruto and Sasuke's combined strength.

Originally Its Madara-Juubi-Sasuke and Kaguya is just a legend. Here Juubi is just Juubi and not Kaguya. But SP want to include her in the arc and Kishi agree with that idea.

Kaguya is the Juubi, by the time Kishi made that statement he clearly already had her in mind.

Kishi needed to tie all the piececes together in relation to the clans and the worlds big kekke genkei the uchiha sharingan hyuuga byakugan senju and uzumaki strong body and life force the Kaguya clan they all came from Kaguya just using the sage didn't answer all the questions.

What alot of people don't know is that Kaguya was forcasted by Kishimoto. It wasn't really a last minute choice.

Kaguya didn't happen to expand the universe for the next generation. She was always in his mind not sure to what extent but she was always there.

The fight of Naruto and Sasuke vs Madara should've not been interrupted by black Zetsu to replace him with Kaguya honestly. Madara was given great hype and set up as a final villain and the Uchiha were the focus of Shippuden so it would've been right if the final villain was an Uchiha.

Kaguya should've been saved for Boruto or a 3rd part of Naruto. This way, she would've gotten more hype and the right built up she needed.

Because he truly didn't know a way for madara to be defeated or he introduced Kaguya so the series could be expanded upon in the future(Pretty much, more milking). It's possible that both are the answer.
