Well, I believe he wanted Sasuke to build up his power in anyway possible so that'd he'd kill Itachi, obtaining revenge. In order to achieve the same eyes as his own (the powerful mangekyou sharingan), Itachi ordered Sasuke to kill his best friend because that would be a traumatic enough experience for Sasuke to achieve the mangekyou sharingan. With those eyes Sasuke could have a chance to kill Itachi.

but itachi's true intentions were for itachi to kill him and come back a hero he couldn't do that if he killed his teammate
I don't think he meant for Sasuke to kill his best friend at all actually. I think he was giving him a hint for the future--that he must experience something emotionally traumatic in order to unlock the MS such as losing a loved one.

itachi told sasuke he had the potential to surpass him . but if he didnt have ms he couldnt surpass him . However sasuke spared naruto and sought out oro for power . instead of gaining power the way itachi told him too . the cursemark was the power up sasuke used to fight itachi . Keep in mind itachi didnt plan to kill sasuke . But just wanted to push sasuke to his limits . To rid him of the cursemark .To sasuke credit itachi was surprised by sasuke talent .

Because Itachi was not conceived as a good character.

Kishimoto pulled the double agent stunt midway through Part 2.

No character that loves Konoha would:

1. Use Tsukuyomi on Konoha's strongest Jounin.
2. Attempt to capture Naruto.
3. Tell someone to kill Konoha's Jinchuuriki.

I think he did it so that Sasuke could develop that friendship bond with someone so he wouldn't be so lonely after his clan was massacred. He pretty much knew Sasuke would hate him and not want to follow the path that Itachi had laid out for him, basically assuming he would do the opposite of whatever Itachi told him. The opposite of killing your bestfriend, is cherishing them I guess. Kinda like reverse psychology.

itachi said he didn't have enough hate to kill him he never said he had the potential to surpass him
