The guy threw a few shiruken , then clapped his hands. Thi guy had the nerve to say at least "I" stopped that one. Just what did he think that he had done?

On a tablet so no scans.

Because he didn't know that souls sealed by Shiki Fujin can't be summoned. So he thought that his shurikens stopped it.

Because Fodderuzen is the weakest and worst Hokage in history. Kabuto explained why Minato wasn't summoned during the battle, in Part 2.
