Now saying the one tail is the weakest is just self-opinions. Remember what the 8 tails said to the 9 tails. You judge their powers by the number of tails they possess. The number of tails doesn't define the amount of skills, and strenght. It defines the amount of power, chakra one have, but said nothing of their skills.
And let's not forget that the first tail suffer from being introduce too early in the series. Artists change their minds as days, months, years, decades goes etc... Kishi may not have been thinking of that earlier in the series which I think would be more like 8 years ago. Ideas like that may have come from one of his employees or a few months ago. He probably never thought that he would take that DBZ road with the Naruto series. And Gaara didn't have control of the beast more like he was trying to suppress it while fighting. All we're seeing now is more power ups for Naruto and giving him unmatched speed like his father. So yes if Kishi was to introduce Gaara's kyubbi mode now (though he doesn't have it anymore) than trust me it would've gone quite differently, not like Naruto's but you know a lot more sand, defenses like diamonds or something, and his wind power would have just been devastating.
My own opinion I think there should be a thread to say how tired we are of all the new power ups that only goes for Naruto and Sasuke. What about Kakashi, Gai, Neji and other characters.
