why danzo neve attempt to steal itachi's eyes?

Danzo is a diplomat. What use does Danzo have for firing black flames out of his eyes, when he could become leader of the Shinobi alliance with words or a single genjutsu alone?

Just black flames?, itachi was a very strong ninja, he was praised by alot of people, for being very strong and not just having a uchiha bloodline. He might even be stronger then shusui, they said that Shushi was the "Strongest genjustu user" but they nevr said that he was the strongest uchiha or anything like that, also itachi had good genjustu aswell, and we never seen him go all out before so you dont know what he's truly capable of, people can also break out of genjustu's easily, depending on who the person is, it can be useless in certain situations.
