Why Danzo Didn't Just

1. okay, I disagree but I'll allow that interpenetration of his character. It's a shame Danzo's character was never explored while Hiruzen was alive
2. Why did he brain wash that samurai leader (forget his name) in an attempt to become leader of the Alliance, forcing the Jonin to elect him Hokage?

I agree U_U (his last thoughts were asking Hiruzen what he thought of him, so he does respect him to some extent)
I guess because he wasn't from Konoha... I could also use the not so imaginative default answer, "plot".

The real question is, why didn't Danzo pop up after Hiruzen died? The answer is probably that Kishi didn't come up with Danzo's character until later.

danzou might not be as bad as we think

may be he wanted to keep his promise but when sasuke betrayed the village and joined hands with orochimaru
hiruzen was already dead, & danzou took actions against sasuke only after his betrayal.

This. Although Danzo's inaction during the invasion of the leaf by Sand Village was not much of an altruistic momment.

danzo respected hiruzen and didnt feel the need to resort to underhanded tactics. plus hes surrounded by byakugan
