Why couldn't Tobirama just dump an ocean on the juubi clones and be done with it?

Because it would take a hell of alot of chakra for him to create chakra out of the moisture in the air, instead of using an already existing water source. He'd kill himself if he were alive long before he could even create a flow of water 1/10 of the size of the ocean. And even if he is an edo, it doesn't make his chakra reserves any bigger so he still wouldn't have enough chakra to do so.

Which took Hiruzen's gigantic wall of earth to block it. (until it looped around and hiruzen had to dodge.) And the shocker is that it wasn't even close to his full power.

OT: i can't wait to see them in action since they were revived. Unfortunately they need full concentration with the barrier to make it work.
Also, the Juubi's clones surely can survive underwater, they are durable (the simple impact of the water wouldn't kill them, it never killed anyone in the manga) and they would lose all the importance if Tobirama just got there and one shotted all of them (not to mention how boring).

yes it was. its jsut that tobirama is so horrible at fighting that his 70% mode is no different to his 90%.
