Why couldn't the Third just announce Itachi as the fourth hokage?

No i doubt that would have solved anything, but more importantly; Itachi probably would have never accepted the role as Hokage, he was like Shisui and Danzo (they believed the true nature of a great shinobi works from within the shadows of the foundation of the village)
