why couldnt orochimaru use his arms?

hiruzen sealed orochimarus arms, but i was pretty sure that he could use them after he changed bodies in part one, otherwise he wouldnt be so eager for sasukes body, more wanting to get his arms back.
in part 2 when he was fighting 4 tail naruto he was able to use his arms, as can be seen when he summons the triple rashomon, as well as when he uses the 8 headed snake thing on itachi, he holds up a sword.

by logic, orochimaru should have either resurrected as genyumaru (last body), when he can use his arms,orochimaru when he gave anko the cursemark, or normal orochimaru, who also can.

also, why couldnt he just use body shedding to get his arms back.

summoning only requires blood and chakra . not arms .

summoning also needs hand signs, or a summoning tattoo. oro has a snake summon tattoo, which was why i didnt bring up him summoning manda in the sannin fight.

The common answer is that he can not build up enough chakra in his hands to activate jutsu because lacking that part of his soul was preventing such a thing from happening. As we saw right after the sealing, his arms went dead and he could no longer use them. Once he body transferred, he got feeling back in his hands and could move them/ use a sword, but he still couldn't build up and emit enough chakra through his hands to activate any justu.

Clearly there was an exception when it came to his summoning jutsu, which must requires him to emit significantly less chakra through his hands. Some will tell you that Summoning requires no chakra emission of this type at all and only a blood pact, but the manga has clearly shown that summoning does in fact require it, like what we saw with Naruto's summoning training.

The only conclusion that can really be made is that he could not use any type of jutsu other than summoning and that was only if he had a still working body that he transferred into.
