Not really, slightly different art style and animation are used. Watch the episodes under that opening theme.
OT: Animating openings and endings almost always happens first, then the episodes are animated (hence, why some scenes in the openings don't happen), it easier to animated a minute and a half segment that 20-30 consecutive 25 minute episodes. Practices like these are especially common in long running series such as One Piece, Fairy Tail, Bleach, and yes, Naruto.

Well, I've been too busy to catch up on an episode of Shippuden, so I didn't know the exact length (I was basing it off episodes from other series)
They're all roughly the same length. There are 8 minutes of commercials in every 30 minute program, and the opening/ending are about a minute each.
1. Only providing enough to be watchable and keep viewers watching.
2. Budget (bud I doubt it. It's Pierrot plus it's Naruto. There's more than enough money there.)
3. Pierrot sucks.
Listen ya' little Itachiwad, it costs money, and it takes time, and it takes MAN POWER. People sit their asses there for days straight w/ a small team to anime several episodes, and sometimes when shit is about to hit the fan, they bring in key animators (pro directors and a bigger team) to help animate that smooth sakuga (smooth animation) in the anime.
"They only care of profit" my ass... its not all computer generated, ungrateful little... thing.
I never saw anyone complaining about Bleach and it's animation :|
Smaller, individual studios and teams work on certain episodes, not the studio in general. That's like blaming 20th century Fox for a bad movie.
