Why can't someone like Naruto or Bee use the Death Reaper Seal?

Yes I know they probably don't know the Jutsu but that's not what i'm talking about, in the Anime The Fourth Hokage stated that someone who is a Jinchurikki Would never be able to use the Death reaper seal.

My question is why are the Jinchurikki specifically un-able to do it? Could it possibly have something to do with the amount of Chakra they possess because of the Tailed Beast inside them?

Any suggestions?

because if the jincuriki dies the beast dies, or because it could release the beast in to the wild.

It's because the Jinchuriki can influence the Death God, there's no absolute answer; just guesses.
