Why can't Rock Lee learn Jutsu?

This is one of the dumbest things I've seen on NarutoBase so far. Aren't you just the Rock Lee expert? You have no idea what you're even saying, let alone whether it's true.

Has Naruto even attempted to learn genjutsu?

I remember when Team 7 fought fake Itachi and Naruto falling under Itachi's genjutsu, he then had a flashback about Jiraya teaching him about how to dispell the genjutsu. But learning actual genjutsu to use against others? Nah.

He has chakra; every living thing has it.
And he has a chakra flow.
Gai stated that he has no talent for ninjutsu or genjutsu; that's the only thing which is close to an explaination; but i want to know why hopefully Kishi explains it.
But everyone has a differnt level of talent when it comes to chakra; for ex. Sakura had better chakra control than others so she can use her chakra control to increase her strength.
I think he has chakra and he can control it in a level; in databook stats; he has points on nin-genjutsu and handseals even for a little and he can walk on water, but he can not convert it in higher levels.

I thought it was his chakra flow not developed well like others? Which if thats the case then the 1st gate opens up the chakra gates expanding the flow, ergo shouldn't be able to use jutsus at the 1st gate?
