The six paths jutsu's suppose to come with the rinnegan.
Only thing that is specifically to them are Sasuke's teleportation and Madara's limbo.

Nope. The Rikudō no Jutsu are basic abilities of the Rinnegan. However, Madara couldn't use the RnJ with his right eye either. Maybe Sasuke needs his right eye to use them like Madara needed his left eye or he doesn't know how to use them yet.
