Why can't people accept the fact that Naruto > Sasuke before and after chapter 699?
Naruto wasn't even trying in every fight they had besides the first and last one.

Naruto got stronger in base mode. Bm is the same since biju power doesn't grow daily. However naruto missing 1,2,3,4,5,6,7,8 pets, soooooooooooo

Hokage do have certain requirement, benefit, etc.; but no need to have any sort of power-up jutsu.
There could have special Scroll on many types of jutsu just for only Hokage.
Naruto had the opportunity to learn, that explained why Kakashi was the 6th Hokage.
In other word, Naruto did not need any power-up because he is at the Hokage level.
Then again, Sasuke could also had some secret training - by Orochimaru; the purpose of not staying long in Konoha.
