Why can't Naruto fully transform into Kurama

That's right, actually I found a better reason Naruto only had the spiritual part of Kurama while other one was in Sasuke's CT hence the chakra transformation. I will go edit my op now.

OP you are under a major misconception! The chakara like form is stronger than the true flesh form (not the other way around). It is the chakara mode that allows him to do the yellow flash like speed that he did when he first went bijuu mode. It is the chakara mode that allows him to do chakara arms (with more than just his tails). It is the chakara mode that allows him to repeatedly manifest parts or the whole of Kurama in quick succession during battle (whenever Bee goes bijuu mode he generally stays in bijuu mode for the entire duration of the battle, while Naruto can just switch between them leisurely). Etc...

Anyway, Naruto can manifest the true flesh form as seen in "The Last" after the battle with Toneri when Kurama was outside of Naruto on the moon's surface in his true flesh form complaining about how his writing was bad.

The reason that Naruto's mode is special is either because Naruto had already pulled out some of Kurama's chakara earlier or because some of Hagoromo's chakara may be inside of Kurama (as evidenced by Hagoromo's statement that he was able to appear on the battle field because Madara had combined the chakaras of Indra, Asura and Kurama).

Suuuure. That only works if naruto is way faster than sasuke. Which he isn't. Sasuke can get him. Which is why kishi gave naruto bs amaterasu immunity.

I always thought it was the nature of the seals used before and after he got KCM. His father used the 8 trigrams seal, and every time Kurama's power seeped out, he took the form of what we're used to from other Jins like the V1 and V2 forms (think Naruto against Pein and Naruto against Orochimaru). But when Naruto took the chakra from Kurama to utilize KCM, he used the Rikudou (Six Paths seal) which granted the chakra mode we're used to seeing now. And it makes sense. His KCM and beyond all have magatama that starkly resemble RSM and the original Sage Mode that Hago, Kaguya and Hamura possessed. Mainly because of the seal.

His Uzumaki seal is special and far superior to the others. They're the original developers of the Jinchuuriki seal since their ability with sealing techs comes from Hagoromo himself.

If you notice the same happened to Minato who also used the Uzumaki seal, it was specifically designed for the host to have full control over the bijuu becuse they were the only ones capable of it.
