No, There are 2 possibilities: 1, it's an ability Shukaku gave gaara or it's a new element created from Earth and wind combined. I think it's wind and earth because it seems more plausible since Goku was lava (fire+earth) and we saw Shukaku shoot air bullets at Gamabuta which implies it has wind element. Naruto would need Earth element to do so as well if this is true.
As for the rasengan, no not everyone can use. Minato took 3 years to create the rasengan by seeing a tbb. We seen Minato being able to know a jutsu's strengths and weakess just by seeing it once as he did with Chidori and Kamui. Jiraiya was taught how to make it by Minato and he told Naruto the basics and Naruto had to do the rest himself because Jiraiya said as a ninja Naruto had to figure it out himself. A ninja wouldn't know how to make the Rasengan unless they were as smart as Minato with his analyzing skills or have the sharingan like Kakashi.

It's the highst level of chakra control and chakra manipulation. Naruto had to apply his walking on tree and walking on water training to his hands in learning.

Naruto was 13 and it was longer than 3 weeks, Jiraiya was still looking for Tsunade. Naruto only got the 1st part done because he got the idea from watching a cat play with the water balloon, it wasn't because he learned what to do from training and he was training for about 3 days

Naruto got step 1 in 3-4 day, here Jiraiya told Naruto it's been 3 weeks since he told him he needs to do the training himself. That was from the start of step 2 training.

and Naruto wasn't done with step 2 training, a day or so later he makes a small hole in the ball. Then and few more days to pass step 2 so that's 4 weeks right there plus a few days (1-2 I think) of his training on step 3 before finding Tsunade then the week of training that Naruto bet he'll master rasengan in a week with Tsunade. 5 weeks and only because the cat helped in step 1.
