Why can't Naruto control sand?

Sand manipulation was granted to Gaara from Shukaku. Unless you are or were Shukaku's jin, you cannot do it. Anyone can use Rasengan, provided they have someone to teach it to them and the have the level of chakra control required.

Gaara gained the ability because he was the Jinchuriki of Shukaku. The Bijuu's have inherent effects on their hosts and these stay even after (if) they are extracted from the hosts. Case in point; Gaara.

And why doesn't everyone use Rasengan? It's just concentrated chakra, anyone can do it.

Did Naruto use clones for the rasengan training? If so that would explain why it didn't take so long. As for others learning it, you kind of have to know about it first. Kakashi saw Naruto use it a lot and he is the copy cat ninja so it makes sense that he learned it. Minato created it and J-man learned it from him, then passed it on to Naruto. You would have to observe Kakashi or Naruto using it a lot and study it intensively, have them teach you it, or learn it by studying TBBs like Minato did. With that being said, I think it is plot that other shinobi aren't asking to be taught it. Oh yeah, Konohamaru knows it too.

As for the sand, I always assumed it was kekkei genkai. But from what I've read it is attributed to Shikaku. I'm not sure how, but it is.

Shukaku and Gaara had no good relationship, why would Shukaku give Gaara powers? It's probably a form of his fathers Gol dust Release.

1. Naruto can't control sand because it's a form of KKG given to him by Shukaku, Biju's have effects on their hosts Jutsu, even after Biju extraction. That, and Naruto wishes he could possess that much swagger and class that Gaara has, he simply doesn't compare in that category.

2. While the Rasengan is hyped to be one of the most difficult Jutsu's to master, giving it to Konohamaru made Base Rasengan lose it's potency.

sand manipulation is gaara's mom gift to him not because of the wind chakra nor shukaku's.
rasengan isn't really that simple,and honestly a spiralling concentrated ball of chakra is much harder to do than doing a fire ball,or spitting some water from ones' mouth.even a raikiri in principle is way much easier than rasengan since it's just encasing one's hand with lightning chakra in the shape of a blade which is not so much of a complex design or hard to do than keeping a spiralling compressed ball of chakra.
