Why can't Hagoromo's soul/chakra be reincarnated and make a new Sage of Six Paths?

Indra and Ashura's chakra migrate to different people so why can't Hagoromo's? Since the new vessel would have his chakra he would be able to awaken the Rinnegan. So why hasn't Hagoromo been reincarnated at all?
