If it was just the ten tails form hago would easily seal it himself the juubi doesn't have the power Kaguya has and Kaguya even said she lost to hago and hamura and that means she had to be completely revived in complete form and most likely she took the rabbit form since hago and hamura are way stronger than Naruto and sasuke I mean if Naruto had rinnegan he would be close to hago but sasuke is not close to hago or hamura or even Naruto by a long way
