i think that is on bloodline principle
naruto is a uzumaki,and i think that uzumki comefrom senju,and i think that just senju and uchiha ,if they have a tailed beast inside them can have signs on theiers boody,
we see thsi in the last chapter naruto manga 638,obito becomes the juuby;s jincurichi and on his boody apperas that signs
sa in conclusion i think that just senju or uchiha jincuriky can hate that signs,because senju and uchiha are the descendent of the SO6P,right?
i think that just a senju or an uchiha can became the true juubys jinchirichi

Naruto's mode is different thats why. He only has half of his power if he had full power he would just turn into nine tails which is ironic cause even with only half of his power the nine tails is still the strongest tailed beast
