Why are the hidden rain and the hidden grass treated like some fodder village

They should be there even if they are small if you look at statistics there should at least be a few ninja worth noting among them. Kakuzu, Hidan, and Fu all came from no name villages. Think of it like football. Texas, Florida, New York and California all have huge populations so they put the majority of players in the NFL. That doesn't mean you stop recruiting from Indiana or Nebraska or Utah.

They're not fodder. They're small villages with small populations. They have other things to deal with like internal issues. It's like asking, why doesnt Uganda join NATO. They're powerful in there own right. Also they might have grudges against the five

the only reason we dont think konohas fodder besides a few legends (copy ninja, slug princess), is because we lived in that village for several hundred chapters. most villages are comprised of random background anbu and chunin anyway.

also they dont give two ****s about the 5 kage decision to form an alliance. they dont have a kage and so have no reason to participate in something that has nothing to do with them
