Why are the hidden rain and the hidden grass treated like some fodder village

Hidden leaf , K11 is becoming fodder , and the whole village is mostly fodder now besides naruto , kakashi , gai and tsunade

hidden cloud only has raikage , daru , killer b and rubber man , thats it

hidden mist , Mizukage , That swordsman kid , the guy with the byakugan (couldnt think of their names atm)

Oro should have been a grass ninja his jutsu just seem like they would come from there. Snakes in grass and whatnot. They didn't participate because Kishi didn't want to introduce even more characters and they're treated like fodder because they're one of the smaller villages. You forgot the village hidden in the water fall they should have brought their hero water. Hidans village is more of a tourist destination that's why hidan murdered his neighbors and left.

And how many main characters that are alive right now are in the Rain? At this point with all the fodder dying some of them probably are Rain ninja, and Rain don't even want to be in war anyways.
