Why are some assuming that Sasuke is a leaf Ninja?

Just because he's doing missions for the village doesn't mean he's a leaf Ninja. His 10+ year absence would indicate that he's doing these missions as a freelance Shinobi.

Sasuke is pretty much just like Jiraiya was in his days - they dont live in the village, but they help it. The only difference is that Jiraiya kept his Jounin rank, while Sasuke is, like you said, a freelance shinobi allied with Konoha.
