Why are people talking about sasuke's time slowing jutsu

but seriously why are people under the impression that sasuke would get some kind of jutsu that slows or manipulates time? Seriously is it just a random theory that went viral or is there something behind it? I thought getting EMS just stopped you from going blind, but does not come along with some new technique. Are sasuke fanboys that desperate that they need to invent some way for sasuke to compete with naruto's speed or is there something im missing that hints at a time related jutsu?

And btw....we have never seen him using Tsukuyomi. And only Itachi had a tsukuyomi to that extent.
