No, I disagree with the bold. Comparing the Jubi's tail to a penetrative force such as the Susano'o Arrow isn't applicable. Enough penetrative force would break through rotation.
a full Rotation would redirect the arrow and it would blast it back. Rotation is a defense where there is spinning, it is not a mere chakra wall. So I believe that it might defend against a Susanoo arrow, especially if it was as big as this Rotation

And WA Neji Rotation is on par with Hiashi's . I can't see why he wouldn't be able to defend against it

Wrong, pre-cognition is an insight feat and Hyuga use it when they cast the 64 tri gram jutsu. Based on manga fact Hyuga have superior pre-cog, whether they have the reaction time to match their pre-cog depends on the user's shunshin. But part 1 Neji was able to react to Naruto with Kurama cloak with no problem.

KKG isn't the only factor otherwise he would've chosen other Uchiha before Sasuke. He specifically wanted someone with the potential to unlock Hagoromo's power.
And the reason he had Sasuke as his only target is because he knew only a specific type of Uchiha had the eyes capable of evolving into Rinnegan. In addition, an Indra incarnate suited Oro better as a vessel because of the ninjutsu versatility he would gain.
