Not really the case. Just because something is a Bloodline limit, that doesn't mean its available from birth or that the user doesn't need to train and practice in order to use that bloodline limit. Take a look at Blaze Style. Blaze Style is a Bloodline limit, yet its STILL something Sasuke had to learn, to improve on his own. Same goes for other elemental Bloodline limits like Lava, Ice, or Wood. Like, I'm sure Hashirama wasn't pulling out giant wooden golems when he first learned Wood Style, he had to learn and improve it. Same goes for Gentle Fist abilities, they stem from and are exclusive to the Byakugan, but that doesn't they're just handed to the user without them needing to master the techniques. Air Palm and Rotation are even classified as Bloodline limits as opposed to Hidens.
Don't think Bolt was actually using Gentle Fist, considering we never see his attack hit. Not to mention it could just be a generic open-palm attack.
