Your'e not thinking straight , Kisame IMO is one of the fewest characters that knew what a shinobi was all about & was loyal to his beliefs & Akatsuki , he died protecting that .

Itachi : was always loyal to the leaf & joined Akatsuki to protect Sauske & Konoha , he's loyalty was always on the leaf village not the Akatsuki.

Both of them are one of the most loyal characters in NV .
