Why are most female Naruto characters just love interests for another character?

It is just how Shonen Jump Manga's like to portray their women. Which is one of the reason's I adore Claymore. Most of the heroes are women and their powerful, deadly and scary, creepy and sexy all at the same time. No realy fan service in it and they are all more powerful than the boys.

Mikasa is another female character I admire, sure she is in love with Erin, but she is also stronger than him.

Hell yeah claymore was the show I really liked that anime. And they made the enemies so badass! but I agree none the less.

Tsunade's role was being Hokage and Sannin not being Dan's love (if anything it's reverse)

Tsunade had Many roles in the series, and 2 of those roles were being hokage and being Dans love intrest.

As far as I can tell, it's because most male writers have no idea how to write female characters in any other way.

Fair enough. But the way she spoke about neji during the chuunin exams and their training in part one could easily be interperated as such. But then it could be just admoration. As for Tamrai it was probably more on Shikamaru's end (being remined of his mom) than Tamrai, So point taken.

No Dan's role was being Tsunade's love interest not the opposite

I may have made a mistake with those two. However most relevant Naruto female characters are love interests for someone.

True but is mostly Eren, she only started fighting because of Eren, but yeah you're right

Yeah but the characters importance shouldn't just be loving the main character

Naruto is loved by Hinata and loves Sakura.
Sasuke is loved by Sakura, Hinata and fangirled multiple times.
Kakashi was loved by Rin.

Many characters happen to be involved with romance male or not.
