They can't really do much to help Naruto and Sasuke at the moment. Madara is in Kamuiland. They should help the hokages and the alliance bear Spiral Zetsu. Spiral Zetsu seems to be giving the Kages a hard time.
Why are juugo and kabuto not fighting madara too?

Because Kishimoto wants to focus on the main players now. All characters outside Madara/sasuke/naruto are filler.
